Looks like Waterleaf to me.

aquaplant

For me at least, it's easy to control, but difficult to eradicate. Difficult in the sense it mingles with the shoreline and any more beneficial aquatic plants you may want to keep. It occupies the same water as most shallow/shoreline plants like American Pondweed, sages and reeds, and hardy lilies.

Hard to tell without a few close up pics. But I agree with Fire is Hot. It looks like Waterleaf. But it is an emergent plant so any of the aquatic approved glyphosates will work. Rodeo is a good choice.

That's quite a stand, AGR...and even though I choose not to use chemicals normally, if that were my pond I would get it under control with Rodeo as Salex advised and then keep it in control naturally.
