Thanks Curtis for the reply.  The Sabinal appears to be Kayak friendly.  I did see a yak on the water while I was fishing. The person was not fishing just relaxing and enjoying the scenery.  I don't know how navigable the river would be east of the dam from where I was at.  I do know the spot I was at could very easily be fished from a kayak.  Side Note: Lots of bank space where I was at to put in and out.
