If you are in Texas there is no registration or titling. you have a bill of sale and/or a Manufacturers Statement of Origin which shows the hull number and some other information.

I sometimes have mine loaded on top of my car overnite in my driveway so I'm ready to roll in the morning but always have a heavy duty cable lock around my luggage rack and thru the kayak. Also have the cable lock on if I know I need to make a stop at a store or anywhere. Not a perfect barrier for the determined thief, but does provide an extra layer of effort for someone to take it. A thief can have it cut off there in seconds. I wouldn't pre-load it anymore.

Registering and titling won't prevent thefts. It may help recovering a yak after it's stolen, but the hull numbers on a kayak can be easily altered or obliterated, and the registration numbers can be easily removed or changed. The most effective way to protect your yak is by being security-minded and by having that hidden identifier inside the kayak.
