It goes by the rated gross capacity that is on your renewal document you got in the mail. Has nothing to do with actual weight.

I did same thing but the DMV website flagged me and they said I had to go to the tax office.

You would have to have a big [censored] boat to go over 4500 lbs. I've got a 21 ft Skeeter with a 250 Yamaha on it. It sits on a tandem axle EZ loader trailer. Empty weight of the trailer is 1000 lbs. Carrying capacity of the trailer is 1700 lbs. Gross weight is 2700 lbs. No inspection needed.

I need to renew my tags. My paperwork on renewal for my boat says Gross Weight 4400lbs!

My title says the trailer weight is 1060 lbs. so I'm guessing if I have 3500 lb axles on the trailer I will need a inspection?

I rarely jump on the bandwagon to bash the government(takes lots of restraint sometimes) but this is a prime example of poor communication on the part of the government. I asked a couple vehicle inspection places and they didn't know what I was talking about. Friend got pulled over by DPS officer and got ticketed for no inspection for their horse trailer and got the "ignorance of the law is not an excuse". I renewed my tags several months ago and why was there no information shared then(pamphlets...)? They are public servants and we are the customer. This is a prime example of mismanaged and poorly informed program(tax)!

I have a ZX190 and my registration papers list it as 4700lbs. The thing I think that gets me is the tandem trailer. If I had a single axle I would probably be OK.

You nailed it ... That gross weight rating is the ticket. Over 4500 lbs, you need an inspection. Under 4500 pounds, no inspection needed for you.
GVW rating SHOULD be calculated by axle ratings. Actual curb weight has no bearing on this.
All manufactured trailers (not homemade), should have a tag.
The trailer sticker is the same as a motorcycle sticker. Anywhere that does stickers should have the stickers. Anywhere registered state inspection station should be able to perform trailer inspections.
Interesting fact, it is was against the law for a registered inspector to run out of stickers, or to claim that they have. They also cannot deny you an inspection becaose they are to busy. They can tell you it will be an hour or 2 before they can get to you, but can't say no. Again, against the law.
I'm sure there will be a tool they are going to require inspection stations to buy to test the brakes, or road test them, as is already required of all other vehicles.
