ah, ok will try to answer questions in order they were received:
1) My marine mech tried bleeding the brakes, that's how I know nothing is working,
2) he opened both bleed cocks up and had me move and brake the boat with the truck-nothing,
could get ZERO fluid from either side and the cylinder up front is full,
3) UFP? LOL, heck I don't know but, agree disc brakes would be MUCH better, will have to investigate replacing I guess.......
4) tow vehicle is 1/2 ton Chevy Silverado WITH trailer braking system. Use the round plug that has the trailer braking control,
5)it's only 18' BUT it is heavy, Stratos all composite fiberglass...just makes annoying sound when braking and starting off, kinda 'clank' noise....that was my first clue. Sure enough, not working. My marine mech said same thing, not using it on road a lot or heavy use, just drill hole through and put in cotter pin to stop that 1" or 1 1/2" travel (that's what I'm hearing)
Doing that would stop it and yet not render the system unable to be repaired. Thinking of doing that....afraid the trailer brakes have not been working long before I got it
6) LOL, locking trailer brakes, well hadn't thought of that one. Not good.
Murphy's Law kicking in - anything can happen = will !!

Thanks for the replys fellas .......
God Bless

If you don't want to pin it a heavy c clamp with the actuator pulled forward will work also

If it has brakes get them to working. I know how the metromess traffic is. You will need them one day. LOL Did he try pumping the actuator with a screwdriver? You have to work it quite a bit to bleed them. Look on youtube. There are several on there that are good to show you how its done.

Master Cylinder went bad in mine. I have a UFP A60 from Pacific trailers. Mine would not work either, plus my caliper pistons were stuck. Check the master cylinder.

I replaced my actuator a few years ago, very easy. This site also has a great video showing how everything works.
