Another vote for Dobyn's. Maybe a 683C or 703C. Their more than $150 though. Something like $250. You can go down to the Savvy series similar rods SS664C or SS703C for about $160-$170. Still a little higher than you want to spend. He wants to spend about 250$ so champion is right in his wheel house

St. Croix Triumph rods are really nice except I noticed the finish near then handle is bubbling up.

IMPULSE Rods 7'3 medium heavy. Light as a feather / strong as iron. Built with the highest quality FUJI components. Like he said! The Impulse rod is a great super light rod, and great people to deal with. These guys care A LOT about making a quality rod and put a lot of time and effort into making each and every rod. Lots of options to choose from depending on what you want to do with it. I have a 7'6'' medium heavy that I use on just a little bit of everything... traps, carolina rig, and even on 5 and 6 x d crankbaits.
I would be drinking but I have a Fishing problem.

Buy Texas! Power Tackle or Kistler are great rods.
