Any other way is expensive IMO
Red Solo cups
Wire coat hangers
Sakrete
Weight is determined by how much you fill the cups
Peel off the cup plastic after they set up and let them cure a few days
Pieces of rebar are used for the heavy weight*

I made several a few years back out of the pool noodles and pvc, and they aren't no where near as fancy but they work just the same.
If you like to tinker, it's a cool project!

I have always used cut pieces of rebar for the weights, They are cheap and effective.
