Have a real good 50hp fresh water pump and carb cleaning 1200.00 1 year warranty. Not a tiller.

Check your hub, prop could be slipping under load. Try installing a water seperating Fuel filter, if it font have one that would be good to have anyway. A tach to check your rpms would tell if it is turning fast enough or within specs. The prop could be the wrong size from the previous owner, check the specs on your prop against what is recommended for your motor.

Those motors have he fuel pump built on to the carb. Replace the diaphragms. Have had several motors with loss of power that I found fuel restriction in the quick connector or in the fuel supply hose to the pump. http://www.boats.net/parts/search/Nissan/Outboard/2002%20And%20Earlier/NS40D2/CARBURETOR/parts.html

Do you actually know how fast it went with the 25 and how fast it goes with the bigger motor or does it just not go as fast as you thought it should?

I've run with a GPS. The 25 would push it just over 25 mph and it would jump out on plane pretty quick with one guy and within 20-30 yds with 2. The 40 tops out around 23 and takes about 30 yds to plain with one guy. Won't even plain out with 2.

I didn't get the fuel tank and line from previous owner (he did offer it and I've kicked myself for not accepting). I bought a new tank and line for it, but I've always wondered if it just wasn't getting enough fuel.

Now I'm wondering if it is or not. If not, guess the place to start would be the diaphragm.
