Ok I just skipped to the end to post my thought with out reading every one else's. Transporting a fish and releasing it is not possible. Especially if it had been trailerd. Then that would make it illegal unless you release it in private water. The only way to make this work would be to video the catch and release along with the measurement and weight being videoed on un cut raw footage that is time stamped.

I like the idea as long as it would be a statewide catch, photo, maybe tag, and release style tournament. Promoting conservation, education, and helping with tagging research. Kind of like texassharkrodeo.com

I was actually wrong. Everyone has told me that it isn't legal, but here is what the parks and wildlife website says: Tagging Fish

It is unlawful to release into the public waters of this state a fish with a device or substance implanted or attached that is designed, constructed or adapted to produce an audible, visual or electronic signal used to monitor, track, follow, or in any manner aid in the location of the released fish. It is legal to place an identification tag on the exterior of a fish and release this fish back into public waters. Caution is advised as use of these tags can damage fish.
