The only place that I have seen guides break laws/limits was at Texoma. You are allowed 10 striper, but only 2 can be over 20". You are not allowed to cull.

Let's say you already have two 22" fish in your box, and then you catch another big one (say 30") and as nromal with that size, it fights itself to death. After trying to revive it, it is still belly up. At that point it is illegal to keep it, and it is illegal to let it go. What should you do?

Knowingly continue to fish after catching your limit and knowing that the next fish you catch will go belly up then you should be ticketed either way.

But they are not at thier limit. They can still catch 8 more fish under 20". They fisherman paid $350 to be out there. He is gonna want his money back if they guide tells him its time to go with only 2 fish in the boat when he can keep 10.

Point Citizen is trying to make is in that instance it is a messed up law that is bound to occasionally force somebody to break either a bag limit law or a waste game law.

Sorry, I wasn't clear. I had 2 fish in my box, and both were 22". I catch a 30" that kills himself fighting. Now I am stuck with wasting game fish (ticket) or going over the limit (ticket).

BTW, this is the reason that Texoma sees big fish kills every summer. This summer had a nice cool down spell in August, which saved many fish.
