The Blue River and Pennington Creek in Tishomingo, Oklahoma both have nice campgrounds.

The Guadalupe has several places down south that have what you're looking for.

If you're talking developed campgrounds with water and electricity here's a few:
Liefeste Campground on the Llano, Castell,Tx
Beaver's Bend
South Llano River State Park. Riverside campsites are closed down for the turkeys certain times of year so you'd need to check.
Barefoot Campground, Sulfur Springs Campground and CBSP on the Colorado near Bend, Tx.
There's a nice one run by nice folks at the Bergheim Crossing on the upper Guadalupe, can't think of the name of the place.
Garner State Park on the Frio and Lost Maples State Park on the Sabinal. Not sure if there's much water in those streams right now.
K-River Campground on the Kiamichi just north of Antlers, Oklahoma is really nice, they should be having a white bass run here in a couple of weeks. Lots of tent sites, shuttle service, reasonably priced.

Along the Little River in Arkansas there is camping, this is just north of Texarkana in the Nashville area and the river feeds in to Lake Millwood.

Map

Not sure about any shuttle service.

The Red River, way way down stream from Texoma, is a little smelly; fishy and mossy and drummy.

Like, a tiny bit smelly, plus a lot more than that.

Unless you are wearing a grass skirt and sleeping in a ditch and eating only road kill, you too are part of 'the problem'.

If you get a chance, take the wife on the Buffalo River in North Arkansas. That is the most scenic paddle I have ever made.

ouachita river in arkansas.
There is a nice campground that has kayak shuttling services. You paddle back to the camp ground.

My buddy and I used to go every Spring between March and May in a canoe. We always had an outfitter put us in as far upstream as possible. I believe it was 30 plus miles. The outfitter would then park your vehicle for you at the park next to a bridge. Sorry, don't remember the name of the highway. This paddle is peaceful and so scenic. Wildlife everywhere. You camp anywhere along the banks of the river. Only warning I have is to watch the weather. This river does not have a dam upriver. Therefore if it rains upriver, the water will rise.... QUICKLY with little warning. Lots of largemoutth, smallmouth and goggle eyes. All we ever used were hand poured tubes we bought from the outfitter.

Not sure how far you want to drive but the Current River / Jacks Fork River up in lower Missouri I am sure would have a few spots where you could accomplish this. I am really suprised I dont hear more about these rivers. Some great fishing about 1/2 and 1/2 between smallmouth and largemouth. Get some good largies up to 4lbs or so and biggest smallie I got was pushing 4. Seen some bigger fish myself but couldn't get them to hit. Beautiful rivers with clear water and everything else you could ask for. Catching 20+ fish in a 8mile half day float is not unusual at all.
