Would this defect be a big problem on a spinning set up? The seat is off by a few degrees. The top part of the rod (guides) lines up, It's just the bottom part.

Are you saying that the guides closest to the reel seat are out of alinement with the real seat, but the top guides are in alinement with the reel seat? Also, we are talking about a one piece rod right? TFP

You’ve got a two piece rod with the guides on the bottom section misaligned with the reelseat. The thing to do is to find a good rod repair shop/person and have them re-wrap the offending guides. TFP

Thanks, I was debating of either use it like it is or just return it and learn my lesson about not buying a rod in person.
I'll return it and pay a bit more buying it in person.

I'll return it and pay a bit more buying it in person. There’s real merit in this approach. TFP
