If you have the right conditions, (ie flat, sunny, and little boat traffic) I believe you could catch them on a fly rod. I always keep one rod with just a hook on it for sight-casting live bait to "floaters". I have also caught them on artificals, it's just not quite as productive. PM me if you'd like more information.
