So the pier is in W. Bay? You can fish day or night. Like most fishing sunrise and sunset are good. It's better to fish during tidal movement.
If you like artificials, try a gulp shrimp/jerk bait on a 1/8 oz jighead. If there is alot of bait jumping or nervous (another good thing), a topwater like a spook jr. can be fun. You can catch red drum, flounder, and specks.
Fishing bait will give you a better chance, especially if you are pier fishing. Dead shrimp will catch black drum, red drum, sheephead, croaker, whiting, sand trout. Fishing live shrimp or mullet will get you more "quality" fish. Everything eats live shrimp, but mullet will last longer on the hook.
Consider fishing the surf if it is calm and preferably green. If not, wade fishing the bay can be done cheaply, and is productive because you can move around.
I moved from Richardson to Galveston 3 years ago and the fishing can be just awesome. The surf has been very productive in the last few days.
