This is the rock wall they built on my fence line. A wood fence will be put up on top of this.

Maybe the mortar just melted, although it appears to be totally missing in spots, many spots.

Go talk to the building inspector and see if there’s anything he can do. Pretty crappy to leave it like that.

Worked on both in the 80s.
Back then they weren't even close as Horton was a custom builder and Fox had about 6-10 models you could choose from in each housing project they built in.
I met DR Horton twice. Once in a sales office in Plano around 1980 and another time more than a decade later in their home office in Arlington.



It looks like that wall is temporary. I hope so as I doubt it stays together if they try to put a wood fence on top of it.

I know next to nothing about homes. Have lived in mine for over 30 years with much repairs. My opinion FWIW. When you buy a NEW home or automobile it ought to be close to perfect. I know the world is not, but it should be close. I had friends that had a custom home built about 8 years ago in Collin County and they had many problems getting it right. I would be beyond irritated.
