Not sure about scraping the popcorn but mike Angelo used to do good ceiling work

you can buy a drywall sander with vac attachment for less than $300.

Sorry I don't have a recommendation but...good luck. I got some estimates to have this done on our house that we sold last winter. Major sticker shock...estimates ranged from $17-20K for a 1600 SF house! Those prices are absurd. I had a master bedroom a hallway and living room for less than 2lk which was well worth paying. My suggestion is to call around.

How old is the house?
A lot of people won't go near popcorn ceilings because removing it is a lot like asbestos abatement. I have done it and it is just labor intensive no hazards. I had a crew come out and removed from three areas and they actually spent more time sealing off rooms and taping down drop cloths than actual removal. $$$ well spent IMO
