Not sure about scraping the popcorn but mike Angelo used to do good ceiling work bolt

you can buy a drywall sander with vac attachment for less than $300.

A lot of people won't go near popcorn ceilings because removing it is a lot like asbestos abatement.
I have done it and it is just labor intensive no hazards. I had a crew come out and removed from three areas and they actually spent more time sealing off rooms and taping down drop cloths than actual removal. $$$ well spent IMO
