I think the amount that goes to THC has already been decided long ago.. we want to make sure this doesn't get voted down just because we dont want the funding to go to THC. The bill makes it possible for what is already allocated to not be funneled off somewhere else as the appropriations committee sees fit. This would be helpful if it passes, PERIOD.
