 Texoma, Wheres the Baitfish?

I am not seeing baitfish at Texoma like I did last year. Last year this time, I would see clouds of baby Threadfin and Silversides on the rocks by Eisenhower.
Did they get washed down below the dam?
Any areas where I can fill my castnet?

Last I heard even guides were using shiners. Possibly to much water and dispersed, normally would have been running the banks spawning and easy to catch.
