It would be a really weird time for golden algae. It usually occurs during the coldest months and low water.
It can happen during a drought, happened at whitney once this time of year I remember but usually it happens when the water is still cold February/March.

This is off the current fishing report on the TPWD website.
Ray Roberts
Water clear to lightly stained: 8487 degrees; 1.53' low. Black bass are slow on Carolina rigged creature baits, Magnum shakyheads and deep diving crankbaits. White bass are fair on minnows. Crappie are fair on minnows and jigs. Catfish are good on trotlines.
No mention of Golden Algae.

I personally have killed several hundred crappie there in the past few weeks, so maybe that's what they are talking about.

The lowest temperature ever recorded in Honolulu is 52 degrees, marked on Jan. 20, 1969. Coincidentally, the coldest temperature ever recorded in Lihue 50 degrees falls on the same date. States that have reported golden alga include Alabama, Arizona, Arkansas, California, Florida, Georgia, Hawaii, Louisiana, Maine, Mississippi, Nevada, New Mexico, North Carolina, Oklahoma, Pennsylvania, South Carolina, Texas, Washington, West Virginia and Wyoming. Someone explain, please.
