Plus that's right on the running surface.....who knows what it will do at speed water tight or not.... probably squirrelly as the OT

I'd be scared...this part of the boat receives a lot of stress and friction from running on the waters surface...if the repair was done by a pro shop that would guarantee the work - first it would look better - then maybe, but a garage job I would pass...
