I was talking with friends about fishing, as I always do and a unanswered topic came up. It was the use of bait fish from a different water source. I heard that transfering fish is bad and can risk the spread of diseases, is that the same if you just take sunfish and shad? I not sure and if someone could shine a light on this it would really help.

To my knowledge, all transport of live fish from one body of water to another is illegal.
That being said, I haven't heard anything regarding dead fish (shad/sunfish on ice).
Hypothetically speaking, I'm sure there is a risk of spreading diseases...and I assume the risk is higher with CPR fishing, Although any "diseased" fish should be easily identifiable. I have to double check on this but I doubt the risk is high enough to worry about.

You can't . It's listed in the TPWD under General Fishing Rules & Regulations → Possession and Transport of Exotic Aquatic species.

Call your local game warden and he will explain it to you, ive already done it but you may need to here it for yourself to put yourself at ease of getting a ticket

Our group is big into trotlining so it was a big deal not to be able to transfer live bait, i have confirmed it with 2 wardens so if yall hav trouble getting answers contact Steve Stapleton or Chad West, you can get ther numbers from Tyler office

Live fish, including personally caught live bait, cannot be transported from the water body where the fish were caught in or aboard a vessel in water from the water body where the fish were caught. Personally caught live bait can be used in the water body where it was caught.
The "fish were caught in or aboard a vessel in water from the water body where the fish were caught" makes it sound like they are talking about a live well, not a bucket full of sunfish. Im not sure though...

Interesting. I catch crawdads from a local pond and will use them for bait at other locations. So if that is illegal, can I purchase live crawdads from the Asian market and use them for bait in public waterways?

You can use live bait as long as you dont transfer the water, example u could take ice chest in the back of your truck with your pond water and get to lake and net bait out and take them to your boat and put em in another ice chest full of lake water, as long as water is not mixed

Keep in mind the purpose is to "prevent the spread of zebra muscles". This helps with the philosophy behind a law. Moving the fish as long as it is native is acceptable but any amount of water could contain juvenile forms of muscles allowing for them to invade the new body of water. That's also why the section talks at length about draining your boat, etc. The part about store bought bait has to do with knowing the water the bait is in did not come from another body of water but from the store. You can use live or dead nongame fish in different bodies of water as long as it is native and not invasive (ex you can't use live tilapia in water body different than where it was caught).

Catch perch or minnows from a tank or creek and put them in a minnow bucket. Once we get to the other body of water we are fishing, we raise the minnow bucket out of the holding bucket and put it in the water we are fishing. Old timers, including my grandfather, have done this for years and I doubt they change.
