97 yamaha pro v 200 trim stuck all the way up

I've got a 97 Yamaha pro v 200 that i can't get the trim motor cylinder to release. It's stuck all the way up and just makes the noise like it's going down but it doesn't. No grinding or unusual sounds and it worked fine a week ago. Anyone have any ideas? I've tried g gently shaking the motor, pouring my weight on it, nothing.

Remove the oil fill cap and hold the down and put oil in it until it starts down

it has a manual release on the side loosen it let it go down then bleed the system.
