Too many variables to discuss , motor angle(trimmed in) make sure it getting all the way down, motor height ,the way your loading the boat ( too many Fat boys in the Rear) rear Live well full , Wow ! Just pick a number Check the cheapest culprit first the PROP bushing could be slipping , a 16 prop is a high end Prop, if at WOT your at you. MFG suggested RPM's and aren't noticing Over revving have a professional check your Setup a Bass Pro Mechanic at Bass Pro could do a visual on your setup.
