Life jackets, horn or whistle, paddle, lights, bug spray, sunscreen, extra plug, 1st aid kit, disposable poncho, tool kit, needle nose pliers. Go to the state site and see everything that they require on the boat.

While a throw cushion is a good safety and comfort idea, it is NOT required on a boat less than 16 feet in length in Texas.

It's required on boats 16' but less than 26'. Lots of information on their website for the reading.

Mandatory by law=NO. Never know when you'll need it and wish you had it=YES! Spare bilge plug. Spare boat keys Spare truck key (for when the one's in your pocket fall out and you don't know it till you get back to the ramp) A sturdy pair of side cutters for that embedded hook. Knowledge of how to use the "fishing line" method to remove an embedded hook. A first aid kit; antiseptic, hydrogen peroxide, something like neosporin, bandaids, bandages.

There are so many on the practical side. A check off list isn't a bad idea just to make sure you have everything. Keep it handy as you pack up before you head to the lake.
On the practical side, a little plastic trash bag with a tie string for the odds and ends that otherwise often end up in the lake from the wind or carelessness.
And, everyone really needs a decent knife they can get their hands on immediately: you never know when you might need to cut an anchoring line.
Among your first aid goodies, a small bottle of Hydrogen Peroxide would be a top contender for the sorts of cuts and scrapes fishermen and boaters routinely get.
Extra rope.

Something with which to bail out the boat is always a good idea.
