Chevy trail blazer 2009. 4.3 v6. have towed my 19 foot boat, from canada to texas, florida, etc. many times.

You can pick up 99-04 Grand Cherokee's on the cheap. I found a 99 w/ 150k on it with the 4.7L for ~$3200 (4x4 to boot!) in great mechanical condition. It pulls my boat just fine, which is significantly heavier than what you are looking for.

As long as it has the factory installed tow package, they are rated to 5k. The vehicle only weights about 4k, so a boat will push it around more than a half ton pickup, but they have disc brakes all around.

You can find lots of deals/steals on older SUV's. Just have to do due diligence to make sure you are getting a well-maintained vehicle. I would say anything with a factory tow package that weighs 4k lbs or more would do what you are wanting.

I saw it mentioned earlier in the thread, but the 4.3 liter V-6 built by GM is arguably the best V-6 ever put in a truck. I had a '98 long bed with one in it, and that truck worked right along side many 5.7 trucks for several years and never acted like it didn't have enough power/torque. Never gave the truck a task it couldn't perform, and never really saw where the 5.7's had any huge advantage over 4.3 unless we were at the drag strip making passes for fun, and then they'd only pull me on the big end.

I would not hesitate to own another that had decent care taken of it.
