Bull Reds at Bolivar in September

Hello,
I'm looking to fish Bolivar in September for the Bull Reds. Any advice would be appreciated as I am fairly new to saltwater fishing.
When I was there this summer, the seaweed was so bad it was unfishable. Any idea what to expect in September?
