nothing is cheap in Key West.
But , You get a lot of fishing in a half day trip because the fishing is so close to the dock,

Go to Robbie's in Islamoroda, they offer several inexpensive fishing options there! And the food there is awsome!!

I just got back two days ago was down there for 10 days and can tell you anything you want to know about fishing down there.

as BSanders said - Robbie's is a must stop on the way down - feed the tarpon. Great breakfast too.
If you have wife and kids - go to turtle hospital, do a kayak trip through the mangroves out of John Pennekamp in Key Largo, you can also book snorkel trip out of there that takes you to the reef they have.
