There are actually 3 dams in series on the river that flooded. The uppermost one failed first, promptly sequential failure of the other two downstream. Here's a report on the river system & dams:

There is a back story to this. According to an article I read this morning the FEDs in 2018 told the owners of the dam (some power plant) that the dam was weak and that they would either have to repair the dam in order to keep their certification or drop the water level and get de-certified. The owners didn't have the $$$ to repair it so they dropped the water level. Feds decertified them as a power generation site and at that time the FEDs were out of the picture and it reverted to being under the control of the State of MI.

State of MI then told the owner, in 2019, that they couldn't drop the water level because it impacted fresh water mussels (and there is a note that it devalued property along the lake) and the State of MI then ordered them to reflll the lake or face charges. Owners let the lake refill. Now it has failed just like the FEDs said it would. So basically this is all on the State of MI.

Thanks for the backstory on that. What a mess! I understand the owner is a power company, and they did some generation at each dam as the basis for having the dams. That may have been feasible when homes used more power than they do today (now that insulation and power efficiency are much better). Large generation plants cost way less per Mwatt now, so they got in a bind. It sounds like the attorneys and agencies are going to have a brawl to sort this mess out. I bet the power company wishes they had deeded the whole mess over to the sharp boys' in the state government.

This is the same situation happening on the Guadalupe River right now. Already two dams have failed due to years of neglect and mismanagement by the Guadalupe Blanco River Authority.
