Restricted Area Below Possum Kingdom Help

What is the rule/regulation pertaining to the Restricted Area below PK dam? There's a cable hanging in front of the dam running across the Brazos River with a sign hanging in the cable in the middle of the river indicating restricted area & don't go beyond that point. But a few feet behind the hanging cable on the bank, there's a fence line also with Restricted Area sign posted on it.

My questions are:

Which line applies to bank fisherman?
Which line applies to boaters?
Which line supersedes the other?
Can there be 2 Restricted Area line, one behind the other?

I got a ticket for enter a restricted area by the BRA because I went to tie my stringer to the fence like I always do since fishing there for at least 10 years & never had a problem. I wasn't fishing next to the fence. I was actually fishing about 4 ft behind the hanging cable.

Any suggestions?

Take pictures and tell the judge it's confusing and needs to be amended to clarify.

Yep I always thought the fence was the for people fishing on the shore while the cable was for people fishing in on the island or on the water
