Would I be better to wait till mid day or head out early? Will be fishing by the Haggerman Wildlife Refuge if that helps

Well a unsuccessful trip, I through out every kind of bait I could get my hands on, Shad, Frozen shad with Dead Red, Shrimp with and without DR, Chicken with and without DR, Secret 7, DK's, NOT EVEN A NIBBLE. Don't know depth, but pretty deep. I was fishing all over Eisenhower today with no luck
