Hybrids and stripers gears recommendation

If i were to bank fish for hybrids or stripers (18 inches minimum) on lakes or rivers, what do I need? What rod will be best to use? i already have a 4000 size spinning reel.

Also, what line rating and lures is needed? How long should the rod be? I am not fishing tailraces. I'm thinking bucktail jigs, jigs, topwater spook, spoons, and jerkbaits will work, but not too sure.
