They did away with the generator at the dam that would have created lots and lots of "green" energy this year and could be used to pull the lake down prior to spring and capture most of that water and prevent the loss of those fish when the flood gates open. People died below that dam this year when those flood gates were open.
Enough water went thru that lake to completely empty it and fill it a few times within a short period of time, the generators would not have helped with that amount of water. As much as I hate the loss of life by the guys in the boat, they made the decision to do what they did, not the water. Hopefully the lake will be stocked more, and return to a good striper fishery. I for one will not complain about the rain, it is a needed resource, and I think the BRA does a fine job managing it.
