What that is shows the number of times states are verifying Drivers licenses for new voters, not how many registered without a drivers license.
Since 2011, 23m new voters have registered in Texas that were verified using that system that was started around 2002 with a law from Congress.
It would not be hard to imagine that number comes from one week if you knew the larger numbers, I hope. I also noted when I looked at it below that Texas does not report numbers every week so that could easily be from several weeks.
