Any suggestions on what swimbaits are the best in shallow water, around 10 ft or less?

Hudd weedless shad. It's great around grass and lily pads. Pretty much anywhere you'd fish a hollow bodied frog

Which swimbait is best depends on what technique you're applying it to. The technique catches fish not the lure. The question is too generic. Depends on what portion of the water column you are fishing. Top, middle or bottom even in shallow water there is a TMB. Fishing the top - fish hits the bottom of the lure hooks on the bottom. Fishing the bottom - fish hits the top of the lure hooks on the top.

Having said the above (which barely touches on the issue) swimbaits that have the greatest range of working speeds, hold a horizontal position regardless of speed, have a swimming dynamic that accommodates a directional change and moves like a fish as soon as they hit the water on the cast before an angler imparts any influence are superior.
