Fished lots of grass up at Coleto Creek the other weekend. Caught 20 bass and 1 catfish all on Strike King jerk bait and T-rigged YUM Wooly Hawgtail in firetiger.
On a side note: Just started using Trokar hooks recently and man you can drive a hook thru the top of a bass' head with little effort using those things. Best hooks ever!

So many variables that would influence my answer. Those details would determine what technique I would use and then which lure(s) is best suited for the technique(s). Techniques catch fish, lures are just a part of the technique. Having said that here is some excellent information concerning a lure that is very well suited in and around aquatic grass http://thebbz.com/articles/2014/3/23/the-chatter-with-brett-hite

A top water lure of some sort @ daylight. Weightless 4 inch finesse worm as soon as the sun gets up all the way, throwing it at the pockets in the grass and letting it sink. As the sun gets up add some spit shot to make it sink a little faster and deeper. When the sun gets directly over head, it frog time.......but as long as they bite the finesse worm I stay with it..........I throw my finesse on 8 pound BPS Excel Mono with a medium light spinning set up. Sounds like suicide until you actually use it but trust me it works.......
