6'10 medium moderate-fast in my opinion is good for topwaters . I would go with the dobyns kaden 6'10 med moderate-fast crankbait rod.
the falcon finesse jig rod is a dang good pop r rod

This is what I use then normally tie on a small square bill when the top water bite dies.

"Best" is what you like best. There are a bunch of good rods for throwing the baits you listed. I use a Magabass flat side special jerk baits and poppers, but have several other brands of cranking rods that would work just as well. Falcon, Powell, FXtreme, Power Tackle, Daiwa, are some of the other cranking rod brands I use.
