Arlington was only run when needed but that might have changed.. I don't work for them anymore and am out of the loop..

None of them run on a regular basis if it is not summer time. You just have to look at the plant to see if there is condensation coming out the stacks.

Mountain Creek is inaccessible. College closed off the only ramp on the lake.
Welsh or Brandy Branch (aka Perky) are about the only ones. Both are 2+ hour drive from the metromess.

Is the plant on Martin Creek Lake still active?
Occasionally last year. All 3 - BB, Welsh and MC were used in a rotation last year so none of them ever got "hot". They were warmer than non-PP lakes last year but never got hot like we are used to. Basically all 3 were never hot last year. It's not the same. RIP to PP fishing in ETex. I fished all 3 last winter. Not the same.

BB(Big Brown) is gone. It is permanently shutdown and scheduled to be torn down.
BB = Brandy Branch (I was referring to ETex only)
