Don't know about top dollar, alot of folks get a market value offer and if you fight it you can lose alot in court and attorneys fees . There is the ace in the hole they have, called immanent domain and if that is applied you take it in the shorts. Hope all the property owners got good value.
I know two different landowners that negotiated very good deals. About 500.00 an acre above market price. They weren’t unhappy at all.
