Need help with value of a boat

2010 bass tracker pro 175 with a 50 Mercury only been in the water once due to ailment? Is it worth $10500?

My brother is thinking about buying this boat but I do not think it is a good deal what do yall think?

it is slightly underpowered as well, they are rated for a 75, I would put it in the 8,500 or so range.
