Keel Roller on Trailer

I need to put a new 8" keel roller on the back of my trailer. What kind of Act of Congress does it take to get those caps off of the roller shaft??? Jeez Luiz!

If they are the push on kind, you can sometimes take three or four u-shaped picks and bend the tabs back and try to pull them off. I usually just cut them off and replace them though.

Took my Dremel tool and cut one of the caps off, used the same roller shaft, put on the new roller and put on a new cap.
