Ultrex Foot Pedal resistance issue

Pedal is not completely frozen but requires alot of pressure to move, then letting off the head of the unit spins back to starting spot. Spot lock not functioning.
Thoughts?

Is the blue power light on that is located on the foot pedal? Just a starting point. Will the tm work with the remote?
