Ray Hubbard Ramp at Dalrock Open?

I heard the Elgin B. Robertson park area has been closed for construction. Is the boat ramp at Dalrock closed too? The one on the west side. Thanks!

That area is gated off as of last week when I drove by it.

Sunday there were a whole parking lot full of trailers and trucks.
