 Tilt not working on Mariner

My boat has been sitting for a while and I am starting to do some work to get it ready for the spring. Problem is the tilt is not working. The battery is fine, just charged it, but when I try to tilt up I only hear a click. The motor is a 98 Mariner 150. Any suggestions on what to look at?

Relay or the trim motor. Lightly tap trim motor on the top while pressing the up. Will get them going some times.

usually on the starboard (Right side standing behind the motor looking at the front) look for a green wire going to one and blue wire going to the other.

Should be hangin' on tha bottom of tha coil plate on yours.
