I would look at a 7' M fast action St Croix Premier or a 7'2" MH Shimano Compre Bass. I had the M Compre, but the tip would not load and recoil enough to get a decent cast. The St Croix does well for jigs up to and including 5/16ths oz. They are rated for more, but I've never gone over 5/16ths. If you're needing longer casts, I hear tell the 7'6" Premier can really sling some jigs.

I use a MH Temple Fork Outfitters spinning rod in 7'00" for all small/medium jigs, Carolina rigs, heavy Texas rigs and anytime I am pitching/flipping in cover. They will cast a mile and have the backbone for a good hook set. $99.00 at BPS or online.
Hope it helps,
Bryan

The Shimano rod listed above has great sensitivity in my opinion. However you could save some money and get an Ugly Stik GX2. They last a lifetime but aren't very sensitive. I guess it depends what kind of fisher you are. I never spend more than $50 on a rod because Im not a hardcore tourny fisher. Also try Craigslist. There's tons of whipped husband's selling all of their equipment for cheap. I cleaned out a guys garage a few weeks ago and took a truck load of fishing equipment home. A few collectible antiques and tons of bass equipment. I don't bass fish so I donated it to a church so they can take kids fishing on the Trinity behind their parking lot.
