I am just getting into tying jigs and plan to tie & fish both; for you fellas tying/fishing both, is there a time of year or condition that you would choose to fish one over the other?

Each material will have it's on plus and minus to the material, but you should try to fit how you want to fish along with time of year and temps. Like said above, just get a little of each to try and see what you want, but if you want the best action available then it's marabou, but if you want something a little tougher, maybe hackle will be what you want, but then if you want something without a lot of action (works best in colder water) kiptail may be something you want.

First know how you want to fish, then what materials to use and may change due to time of year.

The access to so many kinds of materials is one of the many tings that makes this hobby so appealing to so many, they can make what they want!

Thanks for the info Skip, much appreciated, this is what I was looking for.
I used a Bass Pro gift card to pick up a cheap but useable vise, tools & jigheads to start out, but the selection of tying materials for crappie jigs was pretty slim to say the least.
There was zero neck hackle, only saddle hackle which I wasn't sure about, so I grabbed marabou because I had at least fished with it before on roadrunner style jigs.
I didnt see any chenille at all so ended up grabbing some Estaz?
I got home and started tying, the first ones I did were absolutely horrible compared to the gorgeous jigs I have seen on here, but have started seeing a little bit of improvement and think the ones I have tied most recently might stand a chance at actually catch a fish lol.
All in all not the greatest materials to start out with I guess, but it got me started, and was enough to get my feet wet and realize I really enjoy doing it and want to pursue it further.
I tried a few in a big glass jar just to see the action of the marabou and was impressed, so it got me thinking about conditions and times it would be beneficial over hackle, and why I didn't see very many here on the jig makers forum which led to my question.

I am hooked now and have placed a decent order with crazy angler for some chenille, flash, neck hackle & heads that I am waiting on, I still need to find a source for painted heads though.
Skip I am going to send you a PM also, as I see you sell materials as well & am already eyeing a better vise.
Thanks a ton for your reply & advise and Happy Fishing!

Saddle hackle has great movement as well, especially the 4-6 length. It is more limp than neck hackle and will mimic plastic tails very well.

Just as and FYI you can even use Neck Hackle on Roadrunners and I have done that before with good success. Here is a couple pics of some I did.

After working with both materials I have found I like working with neck hackle much better, and makes sense why there are more pics done with it vs marabou, so much easier to work with imo. Here are a few recent ones.
