2006 mercury 60hp efi 4-stroke help

When motor is in neutral its idling at 3100 rpm and shifts hard into gear(forward and reverse,once in gear it run fine but when put back in neutral the rpm start climbing back up to 3100 rpms. Any thoughts on issues?

Get it to a shop before you blow up the lower unit.

Here a update The Vacuum line that goes from the throttle body to the IAC (idle air control) valve had come disconnected. Hopefully this might help someone in the future.
