You're going to need a license with either option you choose.

Sorry guys I posted this and left I actually went on the Galveston party barge the 8 hour trip for $60 a person .. we went out 35 miles and we caught a mess of red snapper and other snappers , not sure all the names of them.. and a trigger fish.. I manage to keep 3 from the trip.. it was pretty nice ..they supply bait and a pole on the eight hour trips, things to know you can bring a pole , you need salt water license, you should leave tip for deck hands that help . they have food for a descent price, I think I spent $6 for a burger and chips , some guys will fillet fish afterwards for like a $1 a fish.. and if you bring your own pole they will give you a rig, that they make up.. and you can bring own bait. you can bring a small cooler as well.. I would recommend sun block and sun glasses, and the most important thing a towel to wipe hands off (the squid bait can get pretty sticky after a while)..other than that it is a great experience for the buck..

I'd also recommend a white long sleeve shirt that you can throw away. Sucks riding back for hours in a stinky, slimy shirt....
