Is there any public boat ramp at Mcqueeny Lake?

No.

There is, however, an old easement amp that was built when utility work was being done, some time ago. It's in very bad shape, I wouldn't advise launching there unless you have a 4x4 and go with someone who knows it. I'm also not sure about parking nearby. It might be ok to launch a yak.

It's off of Ridgeroad Drive. A sign nearby says "Private Boat Launch". Not sure.

I use this ramp a lot. It is in the Logswood Subdivision wich runs off of FM 725. We launch a 16 foot Tracker with no problems. The ramp is in bad shape and I would not launch anything over 20'. I have seen 20 footers being put in there without problems however I would not do it. As for the sign I do not know who put it up. It has been up for well over a year. The Gas Company owns the property and they don't seem to care who is using the ramp. We have never had any trouble and no one has ever told us to leave. Also the ramp is being used a lot each week by anglers.
