Mariner Outboard Motor Issue

I have a 1983 Mariner, I have a brand new controller and starter. I tried to start it up this weekend and before I could get it started the thing wouldn't quit trying to start, even when I turned key off it was trying to start, I had to unhook the hot wire from battery to get it to stop. Anyone have any ideas of what this could be?? I am wondering if maybe the starter solenoid.

Not really because the starter should`nt engage without 12v to the solenoid.

The starter could need shiming away from the block just a hair. I have seen this happen when the starter housing puts the gear too deep into the flywheel. It doesn't take much to relieve this, maybe just a few thousants(spelling).
