7'6 or less, 15 inch handle or less, rated for 1-3oz baits...lest than $200?
I want something for throwing 6" Lunker Punkers...Tried throwing them on my ML795 and that 20 inch handle is just bugs me trying to walk them.

Dobyns 795 SB/MT Same rod as the ML with a shorter handle. There's not a better versatile rod for swim baits unless you're talking the huge ones. I prefer the shorter handle for the punker alone.

Probably just going to have to get a broomstick flipping rod.

You can work a punker with just the reel if you're fishing braid (I do); at least the wooden ones anyway. I don't know about the injected punkers.
The 6" wood one fishes well on a heavy-powered swimbait rod (upto 6 ozs baits rating) and the 9" one on an XH rod (something rated upto around 10 ozs), for my preferences.
P.S. I like the rod loading quite a bit into the blank for punkers and indeed for all swimbaits. I won't fish it on a flipping rod. I don't own a flipping rod anyway.
